Are you sure you actually have permissions? There shouldn't be any issue if you have physically taken control of the drive...
Just for fun, run through the process of giving yourself full permissions again.
Right Click the drive -> Properties -> Security Tab -> Advanced -> (Select your account) -> Edit -> (Accept Vista's UAC prompt if it's enabled) -> (Select your account again) -> Edit (again) -> Check "Full Control" and allow it to run through the process.
Alternate solution...
Use a linux live cd like Ubuntu.

just dl ubuntu and transfer everything you need in live mode. pclinux is good too since it's smaller and therefor shorter to DL. that 's what i do and it's SO much easier then dealing with xp or vista

What I usually look for is the "Owner" tab and set the owner to be me (as long as your not going to need to have ownership on your xp account)...
to get to that follow similar instructions:
(pics taken on Windows7 but mostly the same interface iirc)
1) right-click on whatever you want to take control of (doesn't have to be the whole drive)
2) click "Properties" and select the "Security" tab.
3) click on "Advanced" then choose the "Owner" tab.
4) click on "Edit"
5) select your name
6) check the box to apply to sub-folders/files
7) click "Ok" or "Apply"
Edit: suppose I should add you have to be an administrator or logged in as THE administrator to do this depending on your version of windows (XP you have to be on THE administrator account)
